What is the BCLTE?
Basic Competency on Local Treasury Examination (BCLTE) is a professional eligibility examination that assesses the knowledge and skills of individuals who are interested in working in the Local Treasury Office in the Philippines. The exam aims to measure the competence of individuals in the areas of finance, accounting, taxation, and local governance. In this article, we will discuss the schedule, qualifications, requirements, scope of exam, filing of application process, passing score, and release of results of the BCLTE.
Qualifications
Applicants must strictly meet the following qualification requirements:
- Filipino citizen;
- At least 18 years old on the date/time of filing the application
- Of the good moral character,
- Has not been convicted by final judgment of an offense or crime involving moral turpitude, disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or addiction to drugs;
- Has not been dishonorably discharged from military service, or dismissed for cause from any civilian position in the government; and
- Holder of bachelor’s degree on the date/time of filing of the application.
BCLTE Requirements
- Fully accomplished Application Form (appropriate CS Form No. 100) Print the form using Legal size bond paper.
- Four (4) pieces of identical ID pictures with specifications, as follows:
- Philippine Passport size (4.5 cm x 3.5 cm or 1.8 inches x 1.4 inches)
- Colored, with white background
- Taken within three (3) months prior to the filing of the application
- Printed on good quality photo paper (i.e. photo does not peel off) e. In a standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately 1 inch or 2.54 cm below the chin)
- In bare face (no eyeglasses; no colored contact lens; no headdress, no bandana, or any other accessories that may cover the facial features, facial features not computer enhanced)
- Showing left and right ears
- Taken in full-face view directly facing the camera
- With a neutral facial expression, and both eyes open
- With HANDWRITTEN (not computer-generated) name tag legibly showing SIGNATURE OVER PRINTED FULL NAME which includes: Given Name, Middle Initial (if any), Last Name, and Extension Name (if any).
- Original and photocopy of Accepted ID Cards for Civil Service Exam (not expired on the date of filing of the application.
- Examination fee of 700 pesos.
BCLTE Exam Coverage
The BCLTE 2021 will cover the following subject areas:
1. General Ability- 25%
- Verbal aptitude
- Analytical ability
- Leadership and Management
- RA 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees
2. Specialized/Technical Area- 75%
- Mobilization of Resources
- Principles of Local Taxation
- Real Property Tax
- Business and Local Taxes
- Regulatory Fees and Charges and Local Economic Enterprises
- LGU Credit Financing
- Management of Local Treasury Services
- Safekeeping of Local Funds and Records
- Preparation and Analysis of Treasury and Treasury-Related Reports
- Coordinating and Communicating Local Treasury Matters with Stakeholders (10%)
- Management of Other PFM Areas
- Management of Inter-Government and other Fund Transfers
Passing Grade:
To be able to pass the BCLTE, you need to get an average of 80. Local Treasury Eligibility will be the eligibility for passing the exam, which is second-level eligibility.
Step-by-Step Procedure for the Online Application for BCLTE:
1. Create an account thru https://ocseas.csc.gov.ph. An applicant shall create only ONE ACCOUNT. Ensure that you are using an active email address.
2. Open your email address and wait for the confirmation/activation message.
3. When you receive the confirmation email, click the link to activate your account.
4. You will be directed to https://ocseas.csc.gov.ph, then log-in your credentials.
5. After logging in, the system will require you to edit your profile. Please ensure to enter the correct data on the form then click “Update Profile”.
6. On your dashboard, you can see all the available slots for every testing center, click the proceed button of your chosen level of exam and testing center.
7. Enter the required details on the CS Form No. 100.
8. Choose your preferred Field Office or the Regional Office for your personal appearance and upload the required documents. It is encouraged to scan all the required documents beforehand and save it as a .jpeg file and shall not exceed 5mb allowable size. Make sure that you attach the correct file on the specific link. Failure to attach the appropriate file will result to disapproval of your application.
9. Click SUBMIT DOCUMENTS.
10. Click the Transaction Tab on the left side panel of your screen. The status of your application shall be SUBMITTED indicating that you successfully uploaded the documents.
11. Check your email and your OCSEAS account from time to time to know the status of your application.
12. Once your application is accepted and evaluated, the status of your application shall be FOR PAYMENT.
13. Choose your preferred date of personal appearance and payment for your exam application within the prescribed period of two (2) days after your application is evaluated. Failure to do so means forfeiture of your slot.
14. Be at your preferred field office or the Regional Office on your scheduled appointment. Failure to appear on your scheduled appointment will mean cancellation of your slot.

Release of Results
The June BCTLE Results is expected to be released on July 23, 2023, just one month after the exams, based on exam schedule posted by the Civil Service Commission on its website.
